International religious workers are taxed like other overseas Americans. They can exclude US$130,000 (in 2025) using the Foreign Earned Income Exclusion if they meet the Bona-Fide Resident Test or the Physical Presence Test.  Our firm is experienced using the Tax Court approved allocation of Home Ministry Assignment (or HMA) when individuals are in the US on deputation.  

The Dual Status of Clergy
Pastors and the church have a unique place in American history.  Pastors are the only individuals that can opt out of social security. The Dual Status of Clergy means Religious Workers should receive a W-2 as an employee.   And yes, pastors are virtually the only type of employees that pay self-employment tax just like self-employed business owners (but without the Schedule C form).  Clergy are the only type of employee that can receive compensation for housing that is not subject to income tax and can still deduct the housing expenses like rent, real estate tax, and mortgage interest.  Our clients receive clergy housing allowances from both US and foreign-based entities.
